       Dureing these hard economic times I have wondered why we cannot use our structured settlements now, instead of letting an insurance company send out monthly checks to me that can't allow me to pay my bills in full.   The price of fuel, food and medical insurance are high and my bulk payment is collecting dust at an insurance company.
